There is a difference!!) were never allowed to cross the borders and cause a burden on our public schools since schools have to take these students in...at least FCPS has the cahones to stick up for their students, though, in regard to NCLB. You'd never see this happen in a certain other local county school system...hmmm...wonder which one...
